The Shelby County Health Department has issued a Code Orange Ozone
Forecast effective for Shelby County Tennessee, Crittenden County
Arkansas, and DeSoto County Mississippi, including the city of
Memphis for Saturday. This ozone forecast is due to forecasted ozone
values that will be unhealthy for sensitive groups. These values will
exceed the Environmental Protection Agency's federal safe health
standard. The Shelby County Health Department recommends that
sensitive groups which include active children and adults, and
people with respiratory disease, such as asthma, limit prolonged

A large storm system over the Southwest U.S. will pivot slowly into
the Lower Mississippi Valley through Thursday. Deep moisture and
lift will persist over the Mid-South ahead of this system resulting
in several rounds of showers and thunderstorms with heavy rainfall.
Moderate to heavy rainfall will begin to impact the Mid South
Monday night and continue through Thursday. As multiple waves of
rain cross the region through the week, rainfall totals of 4 to 7
inches with locally higher amounts are possible.
Heavy rainfall this week will saturate soils and likely result in
localized flooding of low lying and poor drainage locations. If
rainfall becomes especially heavy or pockets of heavy rain move
across the same areas repeatedly, flash flooding could occur. As
rainfall totals increase through the week, the risk for river
flooding will increase as well.
Areas impacted by heavy rainfall could vary through the week, and
the exact timing and amounts are not certain. However, with the
expectation of several inches of rainfall, there will be a risk for
flooding area wide. Please monitor updated forecasts and be alert
for any flood watches or warnings that may be issued, especially if
you live in an area susceptible to flooding.

U.S. Army Corps of Engineers Vicksburg District for Arkabutla Dam
located in DeSoto and Tate Counties in Northwest Mississippi. The
physical condition of the dam is unchanged, and a dam breach is
not imminent. The U.S. Army Corps of Engineers Vicksburg District
has increased the potential breach emergency status at Arkabutla
Dam from ALERT to WATCH because of increasing reservoir levels due
to recent rainfall.

A combination of lingering frozen precipitation on area roads
and a return of arctic air tonight will freeze any precipitation
on surfaces until temperatures warm above freezing later Sunday.
Black ice will be a major concern where any refreezing occurs.
