* WHEN...From Tuesday morning through Friday evening.

* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.

* ADDITIONAL DETAILS...
- Slow-moving Tropical Cyclone Debby will result in a prolonged
period of rain, heavy at times, Tuesday through Friday.
Rainfall amounts of five to ten inches are expected, with
locally higher amounts.

following counties, Alamance, Anson, Chatham, Cumberland,
Davidson, Durham, Edgecombe, Forsyth, Franklin, Granville,
Guilford, Halifax, Harnett, Hoke, Johnston, Lee, Montgomery,
Moore, Nash, Orange, Person, Randolph, Richmond, Sampson,
Scotland, Stanly, Vance, Wake, Warren, Wayne and Wilson.

* WHEN...Through this evening.

* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.
Creeks and streams may rise out of their banks. Flooding may occur
in poor drainage and urban areas.

* ADDITIONAL DETAILS...
- The ground continues rather saturated due to recent heavy
rainfall. Any additional heavy rainfall today may result in
flash flooding. Showers and thunderstorms are expected today
into this evening. Localized amounts of 2 to 3 inches will be
possible.

* IMPACTS...Minor flooding in low-lying and poor drainage areas.
River or stream flows are elevated. Water on some roadways.

* ADDITIONAL DETAILS...
- At 214 PM EDT, Doppler radar indicated heavy rain due to
thunderstorms. Minor flooding is ongoing or expected to begin
shortly in the advisory area. Between 0.5 and 2 inches of
rain have fallen.
- Additional rainfall amounts of 1 to 1.5 inches are expected
over the area. This additional rain will result in minor
flooding.
- Some locations that will experience flooding include...
Raleigh, Cary, Rocky Mount, Sanford, Tarboro, Nashville,

heavy rain across the warned area. Between 1 and 2 inches of rain
have fallen. Additional rainfall amounts of 1 to 2 inches are
possible in the warned area. Flash flooding is ongoing or expected
to begin shortly.

HAZARD...Life threatening flash flooding. Thunderstorms
producing flash flooding.

IMPACT...Life threatening flash flooding of creeks and streams,
urban areas, highways, streets and underpasses.

Raleigh, Cary, Wake Forest, Garner, Fuquay-Varina, Zebulon, RDU
International, Apex, Holly Springs, Morrisville, Knightdale,

amounts of 1 to 2 inches are expected later this afternoon
into tonight, with local amounts of 3 inches possible.
Additional heavy rainfall is forecast on Thursday into
Thursday night continuing the flash flooding threat.

Special Weather Statement issued January 20 at 4:05AM EST

Alert Icon Weather Alerts

A very cold air mass settling over the region will bring
dangerously frigid temperatures and wind chills through the
weekend. Readings will be as low as 20 to 25 degrees below normal
for this time of year. Highs today will only be in the upper 20s
to mid 30s. Blustery winds will push wind chills down into the
single digits and teens this morning, and in the teens for much of
the day. Lows tonight will be in the teens across central North
Carolina, with wind chills in the single digits. Highs Sunday will
be in the 30s.

Take steps now to protect yourself, your loved ones, and your
property from the extreme cold. Limit your time outside, if
possible. Hypothermia can result with prolonged exposure and a
lack of proper clothing. If you do go outside, wear several
layers of loose fitting, warm clothing rather than one layer of
heavy clothing. Mittens are warmer than gloves. Wear a hat, and
cover your mouth with a scarf. If driving, keep your gas tank near
full to avoid ice in the tank and fuel lines. Check your
antifreeze and windshield washer fluid levels. Be sure to carry a
fully charged cell phone.

If you are at home, consider allowing indoor plumbing fixtures to
drip, to allow water to trickle through pipes and inhibit
freezing. Use caution with space heaters in order to avoid fire or
injury. Never bring outdoor heating sources such as grills
indoors. If emergency generators will be used, they must be
situated outdoors in well-ventilated areas to prevent carbon
monoxide poisoning. Also, remember to check in on family, friends,
and elderly neighbors who might be susceptible to the cold. Do
not forget about your pets and livestock. Make sure they have a
source of water that will not freeze and a warm place to take
shelter from the wind and cold.

* WHAT...South or southeasterly winds will increase to 15 to 25
mph, with gusts between 35 and 45 mph expected during the
afternoon and evening Tuesday.

* WHERE...All of central North Carolina. The strongest wind gusts
are expected over the southern Piedmont, Sandhills, and southern
Coastal Plain.

* WHEN...Winds will gradually increase through the midday hours
and peak from mid afternoon through the evening, generally
between 2 PM and 10 PM Tuesday.

* IMPACTS...Gusty winds could blow around unsecured objects.
Tree limbs could be blown down and a few power outages may
result.

Fog will likely expand in coverage central and eastern portions
of the area overnight. Some locally dense fog will be possible
with visibilities reduced to less than one-half mile at times.
Motorists should remain alert for a rapidly changing visibilities
over short distances. If driving, slow down and leave extra
distance ahead of you in case a sudden stop is needed.

over the area. This additional rain will result in minor
flooding.
- Some locations that will experience flooding include...
Raleigh, Durham, Cary, Garner, RDU International,
Morrisville, William B Umstead State Park, Research Triangle,
